Water Sent Down from the Heavens

"We send down water from the sky in perfect measure, causing it to soak into the earth. And We are surely able to take it away."
(Qur’ān 23:18)
The Qur’ān does not simply describe rain. It says water was sent down from the heavens, then stored in the Earth.
Have they not travelled throughout the land to see what was the end of those who were ˹destroyed˺ before them?
